Carol has been a principal at both the elementary and middle school levels and served as Fine Arts Specialist coordinating art, music, drama and dance curriculum for the Beaverton School District. She holds a Master of Arts degree in music performance and received her Doctorate in Educational Leadership with a focus on curriculum and instruction. This group of educators, government officials, business leaders, and philanthropists is responsible for overseeing the project’s design and implementation. Here’s what was shared, including an opportunity to become involved in the planning of Arts Partners.&lt;/p&gt; &lt;p&gt;In November, the Arts Partners Visioning Committee was charged with three tasks:&lt;br /&gt;  1) Finalize a purpose statement for the initiative,&lt;br /&gt;  2) Propose a governance structure and&lt;br /&gt;  3) Develop a process to launch the planning.&lt;/p&gt; The &lt;a href="http://www.racc.org/artseducation/docs/VisioningCommitteeRecommendations.pdf"&gt;Visioning Committee Recommendations&lt;/a&gt; were presented to and approved by the RACC Board of Directors at its February 20th meeting, paving the way for project design and implementation. This effort is a systemic approach intended to address the inequity in delivery of arts services to the children of our community.&lt;span style=""&gt;  &lt;/span&gt;The emerging vision – arts resources for every school and integration of arts and culture into every elementary classroom in the tri-county area.&lt;span style=""&gt;  &lt;/span&gt;The Regional Arts &amp;amp; Culture Council (&lt;a href="http://www.racc.org/"&gt;&lt;u&gt;RACC&lt;/u&gt;&lt;/a&gt;) is the convening partner. The initial planning for this regional effort has been facilitated by the Arts Partners &lt;a href="http://artspartnerspdx.blogspot.com/2007/08/every-idea-has-to-start-somewhere.html"&gt;&lt;u&gt;Visioning Committee&lt;/u&gt;&lt;/a&gt; under the guidance of leaders from &lt;a href="http://www.bigthought.org/"&gt;&lt;u&gt;Big Thought&lt;/u&gt;&lt;/a&gt;, a highly successful model in Dallas, Texas. Big Thought selected Portland as the only city they will mentor through the process of developing a local partnership.&lt;o:p&gt;&lt;/o:p&gt;&lt;span style=""&gt;            &lt;/span&gt;&lt;o:p&gt;&lt;/o:p&gt;&lt;br /&gt;&lt;br /&gt;In August 2007, nearly 200 educators, artists, business leaders and community members attended a &lt;a href="http://artspartnerspdx.blogspot.com/2007/08/arts-partners-unveiled.html"&gt;&lt;u&gt;public unveiling&lt;/u&gt;&lt;/a&gt; of the Portland area Arts Partners initiative. In October and November, a series of &lt;a href="http://artspartnerspdx.blogspot.com/2007/11/community-provides-input.html"&gt;&lt;u&gt;community meetings&lt;/u&gt;&lt;/a&gt; were conducted throughout the tri-county area which were designed to identify the values and educational priorities of area residents.&lt;span style=""&gt;  &lt;/span&gt;Simultaneously, school district leaders and arts/cultural providers were interviewed in order to identify their organizational goals and needs.&lt;span style=""&gt;  &lt;/span&gt;The results of these conversations were shared in the &lt;a href="http://www.racc.org/artseducation/docs/ArtPartnersStakeholderFeedbackReport07.pdf"&gt;&lt;u&gt;Stakeholder Feedback Report&lt;/u&gt;&lt;/a&gt; which provides information needed to further define the scope and direction of this initiative.&lt;o:p&gt;&lt;/o:p&gt;&lt;br /&gt;&lt;br /&gt;During a site visit in late November, Big Thought consultants presented the report and facilitated continued conversations with the Portland arts and cultural community and regional school district leaders.  The Visioning Committee reconvened to review findings and implications from these meetings and to make decisions on how to proceed. The Visioning Committee will retire in early spring as program design begins and a governance structure is in place. The results, available in the &lt;a href="http://www.racc.org/artseducation/docs/ArtPartnersStakeholderFeedbackReport07.pdf" target="_blank"&gt;Stakeholder Feedback Report&lt;/a&gt; (pdf), provide the information needed to further define the scope and direction of this initiative. &lt;/p&gt;  &lt;p&gt;On &lt;strong&gt;November 27th&lt;/strong&gt;, consultants from &lt;em&gt;Big Though&lt;/em&gt;t presented the report and facilitated discussions with partnering school districts and the arts and culture community. At Portland's Jefferson High School she served as events manager and performing arts magnet program coordinator. She was also part of the founding faculty of Vancouver's award-winning School of Arts and Academics, a grade 6-12 public school where the arts connect with academic subjects in an interdisciplinary setting. Most recently, Marna was managing director of Caldera, a local nonprofit arts organization that supports Portland and Central Oregon students with year-round mentoring in their schools.&lt;/p&gt;&lt;p&gt;RACC is the fiscal agent and lead convener for the vision and planning phases of Arts Partners. Arts Partners is about a collaborative approach for arts learning, based on a proven model of success. The vision: arts resources for every school and integration of arts and culture into every classroom.&lt;br /&gt;&lt;br /&gt;We know that kids need the arts to develop their full potential. We know that the arts have been largely stripped from schools and that only certain schools can buy them back. We have talked for years about how to fix this problem that affects not only our kids, but also future arts audiences, a creative and innovative workforce, and a community where people thrive and which visitors flock to experience.&lt;br /&gt;&lt;br /&gt;Arts Partners is a consortium of arts education service providers, educators, public and private funders, business and community leaders, and advocates. Using Dallas Texas's highly successful "Big Thought" as a model and benefiting from being the only region to be directly mentored this year by this program's top leadership, we are about to start exploring our own program.&lt;br /&gt;&lt;br /&gt;Arts Partners is not designed to usurp regional school districts' responsibilities to provide arts specialists, but it can strengthen the arts as core curriculum, improve student academic performance, and provide teachers with new instructional tools. Students will have direct access to artists' residencies, performances, field trips, and master classes. Arts Partners will provide professional development to educators and to arts organizations which provide services to schools.&lt;br /&gt;&lt;br /&gt;This program will take time to plan and develop, and initial funding for this effort has been secured from The City of Portland, Multnomah County, Clackamas County, and the Oregon Arts Commission -- &lt;span style="font-weight: bold;"&gt;thank you! &lt;/span&gt; RACC is serving as fiscal agent during the planning process, and is helping coordinate the first steps in exploring this big vision.
